What legendary Pokémon am I able to catch before the elite four on Soul Silver?

You can also catch the legendary dogs. Honestly they aren't worth it though.you can get lugia, entei, and raiku. entei and raiku roam johto and you have to check the pokegear map. you will see an icon of their face. IF YOU FLY THEY WILL LEAVE!!!!! fly to ecruteak city. they appear near there often. walk/run in and out of the city until one of them is near you. run through the grass until one of them appear. they will try to run. use a high level pokemon that knows false swipe.you can catch lugia through the storyline, so unless you kill it, you will definitely get it before the elite 4 at lvl 40
then theres entei and raikou, which run around and are exceedingly annoying to track down.
i just switch between two routes with patches of grass close together, spray repel (they arent affected by it) and check my pokegear every time i switch.
it takes a while.
