Can I play Ratchet and Clank Tools of Destruction without playing any other Ratchet and Clank Title?

Yes, I think that it is fine that you have not played any of the other Ratchet and Clank games. This is the first game in the Future "series" of the Ratchet and Clank games, so it starts a new plot line. It's not one of those games that you need to play the previous ones to understand and enjoy. I do recommend that you play the other ones, but not because it would be hard to understand the story, but because they are all incredibly fun games.
